The Directorate General of Strategy and Performance Development at the General Secretariat of the Office of H.H Deputy Prime Minister and Minister of Interior hosted a workshop to lay the foundations of the ministry’s strategic approach 2017-2021. The workshop took place on Tuesday evening at the Eastern Mangroves Hotel in Abu Dhabi.
Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior inaugurated the workshop, which began with a minute of silence observed by the attendees for the Emirati martyrs who died while performing their national duty. Attending the session were HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security; Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior; along with police commanders, directors general, heads of departments and a significant number of police officers.
Lt. General Al Sha’far pointed out that the achievements made by the Ministry of Interior are a natural result of the wise directions given by Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior; in addition to the distinguished efforts made by police leaders at the ministry towards further developing and managing the Ministry’s performance in order to reach to the best international standards and practices.
For his part, Major General Dr. Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior, said that the quality of services provided by the police in the UAE comes in line with the priorities that the ministry is diligently endeavoring to achieve. Adding further, he said: “The quality of services comes as a result of proper utilization of human resources, and by paying attention to evaluating the performance of staff objectively, intensifying modern training programs, developing the performance of recruits and reinforcing their abilities and skills in line with collective work.”
Major General Dr. Al Nuaimi tackled the concept of positive citizenship. “Citizenship is more than merely belonging to the nation and proving it with identity documents. Rather it is a practice of loyalty and service to the nation's higher interests in a strong and continuous way and in different circumstances and times as part of a common destiny,” he continued.
Colonel Faisal Sultan Al Shuaibi, Head Director of Strategy and Performance Development at Abu Dhabi Police gave a presentation, showcasing the strategic approach envisioned by the Federal Government. He confirmed that “the Ministry of Interior’s strategic approach is consistent with the UAE Vision 2021, which laid down five key performance indicators to assess the ministry’s achievements in terms of guaranteeing public security.” Colonel Al Shuaibi also gave an overview of the indicators, statistics and benchmarking standards adopted, notably the sense of security among others.
In his address, Lt. Colonel Abdul Rahman Al Mansouri, Head of the Strategy and Performance Development Department at the ministry, briefed the attendees about the different topics tackled during the workshop, designed to update the Ministry of Interior’s strategic approach 2017- 2021. He also examined the amendments made by the UAE government to the strategic planning process, which have seen continuous and gradual development in methodologies.
Lieutenant Colonel Dr. Ali Bin Daen Al Ghafli, Head of the Organizational Excellence Department at the Directorate General of Strategy and Performance Development at the Ministry of Interior discussed the fourth generation of the UAE Government Excellence System. He elaborated on the new categories of the Mohammed bin Rashid Government Excellence Award; the standards of the government excellence system; the new assessment method and the mechanism for participation. He also listed the 22 awards, out of which 10 are institutional awards and 12 occupational.
Lieutenant Colonel Faisal Mohammed Al Shimmari, Executive Director of the MoI’s Smart Government Program discussed the strategic vision of the government, the national plan, and the road map to the future, which aim to achieve the UAE National Agenda 2021 for Smart Government.
Major Dana Humaid, Head of Joint Projects and Services Department at the General Directorate of Strategy and Performance Development explained the concept of joint services, in addition to the mechanisms and objectives of implementing joint services within security institutions. She also stressed the MoI’s commitment to implementing these services, as per the directives of H.H Deputy Prime Minister and Minister of Interior in 2013. She also noted out that the Joint Services Center is implementing the joint services’ opportunities and feasibility studies in order to create new opportunities in support of the Ministry’s objectives and priorities.
For his part, Major Mohammad Ismail Al Harmoudi, Head of the Complaints and Suggestions Department at the General Directorate of Strategy and Performance Development, Ministry of Interior, delivered a presentation showcasing the innovation strategy and the approach adopted by the Ministry of Interior to encourage innovation, notably creating a stimulating environment for innovation, developing government innovation, pushing the private sector towards more innovation, and qualifying individuals who are highly proficient innovators.
The workshop included a number of exercise drills that aim to review the strategic vision, mission, values, and objectives, in addition to the priority initiatives. At the end of the workshop, participants voted on the MoI Strategic Approach 2017-2021.
